Planning for Housing in Portola Valley

The Town of Portola Valley last updated the Housing Element of its General Plan in 2009, and on February 10, 2010, the California Department of Housing and Community Development certified that the adopted housing element fully complied with State law.  Click here to see the 2009 Housing Element.

Starting in November 2013, the Town of Portola Valley will begin work on the next update of its housing element.  All jurisdictions in the San Francisco Bay Area are required to update their housing elements by January 31, 2015.

This webpage will provide information about the housing element update process, including notification of meetings and links to background information and reports.  In addition, this page provides links to information about State requirements for housing elements, the Ad Hoc Housing Committee which met in the first half of 2013, and Assemblyman Rich Gordon's Housing Element Taskforce.


Portola Valley 2014 Housing Element Update
The Town of Portola Valley has started work on updating the Housing Element of its General Plan. The Housing Element will describe the Town’s goals for housing and programs to plan for and encourage housing in the Town. As part of this process, the Planning Commission will be considering recommendations from the Affordable Housing Ad Hoc Committee to encourage more people to build second units, locate workforce housing on large institutional land such as The Priory, and more. 

The Town Council is tentatively scheduled to discuss the draft 2014 Housing Element at a special meeting on June 18.

State Housing Element Requirements

All jurisdiction in California must have a General Plan which sets forth the community's visions and goals for its future.  The Housing Element is one of seven required elements of the General Plan, and is the only element which the State reviews and certifies as to whether it meets state requirements.  For more information about State requirements for the housing element, click here.


Ad Hoc Housing Committee

Rich Gordon's Housing Element Taskforce

Assemblyman Gordon has assembled a taskforce to identify legislative options to address the pressing needs to balance local control and state mandates, while also addressing the need for affordable housing in the region.  Councilmember Derwin and staff will continue to be active participants in this effort.  Notes from the Taskforce's meetings will be posted here when available.

HIP Housing - Home Sharing Program

The Human Investment Project for Housing (HIP Housing) is a nonprofit organization that conducts a program in San Mateo County to match housing “providers” with housing “seekers.” Rents are established on a case-by-case basis and can sometimes be partly defrayed by services.
