Proposed Increase in Solid Waste Service Rates

PROPOSED INCREASE IN

SOLID WASTE SERVICE RATES -

INFORMATION & SCHEDULE OF KEY DATES

 

 

On Wednesday, November 13, 2019, the Town Council of the Town of Portola Valley will hold a public hearing to consider a new solid waste agreement featuring a change in solid waste services and increases to solid waste rates. On Friday, September 27 a notice was mailed to all property owners in Portola Valley in accordance with Proposition 218 and Article XIIID of the California Constitution.


An Important Note – All Customers will Receive an Individual Letter Regarding their Service:
All customers will receive an individual letter prior to any changes made to your account and you will have the opportunity at that time to make adjustments to your service. The letter will provide the new rate and/or fees to be charged for that customer's current service level; rates associated with other service options available to the customer will also be provided.

The Town has worked hard to provide multiple avenues for you to get information and ask questions in advance of the Public Hearing. INITIAL PHASE-IN OF RATES

Start transition to the new rate structure, including applying new Base Services. Implementation will be final July 1, 2020.

 

Portola Valley and Woodside customers are welcome at either Office Hours and Town Workshops; Council meetings are for customers in that jurisdiction. Woodside events will be held at Independence Hall (2955 Woodside Rd); Portola Valley events will be held at Town Center - Community Hall (765 Portola Rd).


Process to Submit a Written Protest
:
In order to file a Protest, you must submit it per the Prop 218 rules outlined in the notice sent on September 27, 2019 and summarized below. Should you choose to send your Protest by email, you will need to include an electronic signature along with the information below. You may email the electronically signed protest to: towncenter@portolavalley.net 

Property owners or tenants wishing to protest the proposed solid waste rate increases may mail or deliver written protests to the Town Clerk, 765 Portola Road, Portola Valley, CA 94028. If written protests against the rate increases are submitted on behalf of more than 50% of the affected properties, the proposed solid waste rate increases will not be adopted. One protest will be counted per parcel.

Protests must be made in writing and must

a) identify the property owner or tenant

b) identify the property (by address and/or Assessor's Parcel Number)

c) include the signature of the property owner/tenant.

d) if you are submitting an electronic signature it must be submitted through a platform approved by the Secretary of State for use with public entities. See https://www.sos.ca.gov/administration/regulations/current-regulations/technology/digital-signatures/approved-certification-authorities/

Written protests must be received prior to the close of the Public Hearing on November 13, 2019 and may only be submitted by one person per parcel.
